Install the app on your computer or phone, or the browser extension, sign in to your account, and choose Brazil. The first 8 hours are free, no card needed. Once a server in the Dominican Republic appears, it will be in the same list of countries.

A Dominican Republic IP is needed by websites and services that look at the country you connect from: banks, government services, local stores, region-specific content. Until there's a local address, use a neighboring country. No separate plan for the Dominican Republic is required.
